You'll find it in Route 18. Just go west till you see a long path of grass with an item at the end of it. Go through the grass and pick up the item, thats the HM Waterfall.

Route 18 is west of Nuvema Town (your home town). Proceed to Route 1, and on the left you will see a side path. This takes you to Route 17, then follow that down to 18. You need HM03 Surf.
