Zoura is an event Pokemon, you'll have to transfer the Gamestop event Celebi over to your game using the Relocator. If you have wifi you should also be able to get one over GTS, or you can ask for someone to trade you one in the Pokemon Trading Forum. Other then that theres no way to get one, unless you use an Action Replay.

ok but what do you do if you dont have those.i have entei, and raiku in my pokemon black and a suicune in my gold,but i want zorua on my white and i only have one dsi! help would be very nice from anyone!

You need to get the event celebi transfer it over using the relocator.Go to Castelia City and find a building with a man standing in it. This man will be facing the right hand wall and wearing a scientist like outfit. If you find the right person, he'll give you the chance to enter four words. Enter the following:
Everyone Happy
Simple Connection
Then:
Simply go to one of Castelia City's gates. If you're at the right one, there will be a girl standing inside next to a Pokemon. When you talk to the girl with Celebi in your party, Celebi will pop out of it's Pokeball and Zorua will change from it's Illusion. After this time, you will be given Zorua as a gift.
(some words are mine others I just copyied due to lazyness :3)

You can use celebi but there is another way and that is... By using the three shiny beasts which are enti raikou and suitcune.

You can not repeat not get zorua by talking to it to catch it you need to get a traded celebi or transfered by gamestop or try using suicune raikou or the other fire legend but then there is no way to catch him

To beat N, you can either borrow a friends bisharp on lv.71, use cheats/ action replay, use lv.100s, or ... Thats all I got... Oh! Make sure bisharp knows guillotine( it's a 1 hit K.o ) good luck! I stiil don't know how to catch Zorua....

All right I have all the legendaries on Pokemon black/white version but I used an action replay to get all of them but my action replay broke before I could spawn zorua and the event is over how do I get zorua

I got zoura from the gts maybe you can try that I traded a lv.100 emboar for mine.
