Question for Pokemon Soul Silver
I used the legendary Pokemon modifier cheat but some Pokemon can't be caught because the screen freezes what is up with that.

You hacked your game and damaged your save file. It may be possible to fix it through more hacks, but that will most likely further damage your save file. The only sure-fire way to fix your game is to delete the save file and start a new one, only this time do not hack.
When you hack you willingly put your save file at risk.
