I can't go to any of the western parts of Kanto, Cinnibar Island is blocked because of a volcano eruption, Pewter City is blocked when I try to get there from Ceralean City,I can't get to Viridian city because the way from Victory Road is blocked by a guard who it is unpassible, and Diglets Cave is blocked by a Snorlax. How can I get to any part of western Kanto???????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????

You must go through the Diglet's Cave to reach Pewter. From Pewter you can travel south to Viridian City, Pallet Town, and Cinnabar Island.
Diglet's Cave is only accessable after restoring power to the Power Plant and collecting your prize in the Lavender Town Radio Tower.

To get to Diglett's Cave, obtain the EXPN Card to upload into your PokÃ©Gear. Then play the PokÃ©Flute radio show in front of the Snorlax. Then talk to the Snorlax and you will engage in a battle. You can capture it. Heavy Balls are especially effective against Snorlax. Fighting-type moves are super-effective against it. Ghost-type moves are not effective. Once you have finished, enter Diglett's Cave. It is a short path with no forks, making it an easy path. You will come out in Route 2. This route leads south to Viridian City and north to Pewter City. Since Route 4 is a 1 way path you cannot access Pewter City from Route 4. Viridian City also leads to Route 1. Route 1 leads south to Pallet Town. Pallet Town leads south to Route 21. Route 21 leads south to Cinnabar Island. Once you access Cinnabar Island the delay in Route 19 is removed. You can now access the western parts of Kanto.
