Shadow Lugia cannot be obtained in Pokemon SoulSilver. Shadow Lugia can only be caught in Pokemon XD: Gale of Darkness.

Please ask Pokemon XD questions in the Pokemon XD Q&A.
If you mean how do you get one on SS, but didn't bother to read the answers to any of the dozens of questions already asked pertaining to Shadow Lugia, then the answer here is the same as for all of those questions. Shadow Lugia is ONLY obtainable on Pokemon XD. There is no code for Shadow Lugia on any other Pokemon game.
