Lance is very weak against Ice-Type and Electric-Type Moves. I would suggest to teach your Lugia TM13 (Ice Beam) and TM24 (Thunderbolt). This should help you greatly.
It would also help to have many Revives and Hyper Potions.

Train all of your Pokemon to the same level. Evolve you Togepi, Dragonair, and Scyther.
Your team should easily be able to beat Lance, but you aren't taking care of everyone. Every one of your Pokemon should be upper 40s or even in the 50s by the time you reach Lance.
