Have the Togepi in you party and walk. Roughly 256 steps equals one point of happiness/friendship.

Give Togepi a haircut. This is found in the Goldenrod Tunnel.

Have Daisy Oak give Togepi a massage. This can only be done at the end of the game.

Feed Togepi a vitamin (Iron, Zinc, Calcium...) or an EV Berry (Pomeg, Kelpsy, Qualot, Hondew, Grepa, and Tamato). The EV Berries will lower the EV of one stat, you can raise the EV by feeding Togepi a vitamin or by battling certain Pokemon (fighting any Pokemon will increase EVs, but only of certain stats).

Level up Togepi.

DO NOT: let Togepi faint, feed it EnergyPowder, feed it Revival Herb, feed it Heal Powder, feed it Energy Root, trade Togepi.

Please Note: Using any items other than those I listed do not affect happiness. Healing Togepi does not change it's Happiness.

Keep it in first slot of party and make sure it doesn't faint.

Give it a massage in goldenrod city and have it carry a soothe bell.
