No there isn't sorry. There is however various AR codes that modify the Pokemon encounter rates so you can encounter the legendaries at Mt Silver if you wish.

I do not know a code off the top of my head but you can look up all the action replay codes for soul silver on this site. I guarantee we have plenty of usable ones.
