Question for Pokemon Soul Silver

I didn't get the whirlpool TM Pokemon silver I BEAT the team rocket and beat the gym leader there but now I beat the 8th gym leader claire and she said somthing about the dragon den I went there and there was a whirpool and I don't have the tm

Well you'll need the HM containing Whirlpool if you want to continue. Lance gives it to you when you defeat all the Electrodes powering the generator in the Team Rocket HQ, which is hidden beneath the souvenir store of Mahogany Town, but you'll first have to capture of defeat the red Gyarados before you can enter it.

Once you defeat all the electrodes at the Team Rocket HQ, Lance gives you a HM which contains the move whirlpool. This move can help you get on with your game from the point you are at.

I had the same problem I got to the 8th gem, beat it and I don't have whirlpool to get further in the game. I beat team rocket and the electrodes. I think my backpack was full and now I can't get it. What do I do?
