After you have obtained Seven Johto Gym Badges, you need to go back to Goldenrod City. Go to the Underground Path and put on the Team Rocket Uniform. After you do this, you can enter the Goldenrod City Radio Tower. After you defeat Team Rocket in the Goldenrod City Radio Tower, you can go to Blackthorn City.
