That is the only Togepi you can find within Pokemon SoulSilver. The only ways to obtain another one are by Trade, an Action Replay Code, or Migration (Pal Park).

The Togepi obtained in HG and SS through the egg you are given at the begining has an egg move (Extrasensory), making it better than the average Togepi.
Other than that Togepi, the only way to obtain a Togepi in HGSS is to trade for one, or migrate one.

The only way to get Togepi in HG/SS is the one you get given in an egg. If you want more you'll have to breed it. If you want one after you've traded it you'll have to trade for one back or use cheat codes.
