How do you get a shiny eevee in front of bill? NO ratios and NO ACTION REPLAY and Trading stuff I have no Wifi, and no action replay.

Simply put a shiny Eevee in the first slot of your party, and stand in front of Bill.

If you are trying to ask how to Gget a shiny Eevee FROM Bill, then the only way is to save your game before speaking with him and reset your game (turn off the power and turn it back on, or use a Soft Reset) until you get one. It might take a few minutes, it might take a few hours, it might take a day or two. Shinies are exceedingly rare. Good Luck.

All you need to do is beat the jhoto leage and all kanto gyms then get a pokerader from professer oak. Then head over to new bark town and use the pokerader at the first time then an evee will appear a shiny one at lv.5 (so make sure to save) after you appear evee it will always run away and chase it around for a while. All the way to kanto the evee will be in cearulean cape where bills house is (save first)!!!! ;)
