Luck. Nothing but luck. There is less than a 1/8000 chance (I don't remember the actual number). You could find them in the wild, trade for one, or hatch one from an egg.
The easiest way (other than trading) would be to breed a Pokemon with another of it's species from another country. What I mean is, catch a Wooper, and breed it with a Wooper from a Japanese or French game (any nationality works, as long as it isn't the same as yours).
