You unlock Zoroark by sending your shiny event legendary beast to your Pokemon Black or White verion by using the relocator. Take the beast to the Lostlorn Forest. You CANNOT obtain a Zoroark in ANY OTHER game.

The only way you can unlock Zoroark is if you get an action replay or you have to get Celebi in Pokemon Black and White then go to the building with Zora and evovle it to a level 35 or more.

You can also trade with someone who got the event Zoroark, who is Level 50 with the special move Snarl.
