You can get all the legendary Pokemon by trading. You need wifi to do a trade and some of the asking prices can be kind high for legends but if you go to the Pokemon Trading Forum you should be able to find someone who will trade with you there. Theres plenty of shops or you can make a new topic.
Now the only way I can think of to get unlimited MasterBalls is through an Action Replay code which you will need an Action Replay to use. Though you could ask in the trading forum if anyone can trade some MasterBalls to you. Hope this helps.
