You find it in Drgons den Where the master is or where you can surf I got 2 one from surfing and one from the master the masters dratini is beter

You can find Dratini in the Safari Zone's Swamp area, by fishing with a Super Rod and Good Rod. You can also run into one in the Dragon's Den by surfing or fishing with a Super Rod and a Good Rod. Another place you can get one is from the Elder in the Shrine in the Dragon Den. To get it you'll be asked questions. If you answer right you'll be given a Dratini with the move Extreme Speed. I hope this helps.

In addition to the above, you can get one even earlier on in the goldenrod games corner. However getting coins, now is hard as you can't buy them and you don't get much from the game.
