Pokemon SoulSilver cannot trade with Pokemon FireRed. However, Pokemon SoulSilver can use Pal Park with Pokemon FireRed.
Pokemon SoulSilver can trade with Pokemon Platinum, Pokemon Diamond, Pokemon Pearl, and Pokemon HeartGold.

You must migrate Pokemon from FR to SS. This can be done with both games in you DS at one time and selecting "Migrate" from the menu of SS. You must have made it to Fushia City first.
NO Pokemon can be sent from SS to FR.
