There really is no way to go about doing that. Arceus isn't available for capture in the wild in this game. If you want it, you have very limited options.
- Hack the game with an AR code so that Arceus either appears, or is in your party.
- Trade it over from a Platinum version of the game.
- Go to our Pokemon Trading forum located here and make a thread requesting an Arceus.

There is no legitimate way to catch Arceus. You must trade for one (beware, many are hacks).

You must either hack the game, or trade from Diamond, Pearl, Platinum.
In those games, you either get it by hacking it, or getting the Azure flute (which you can no longer recieve without hacking).
You can also trade from someone who hacked and got it.
