Question for Pokemon Soul Silver

I got to the part where I can catch lugia. I was in battle but got wiped out. I saved the game at the pokecenter and came back the next day to try again but this time he wasnt there nor was lugia. What happened why can't I catch him now?

Sometimes if you don't catch a Legendary Pokemon, they can't be battled again. It might be the reason why in this case, but I'm not sure. Try talking to the Kimono Girls and Professor Elm, and then go back to Whirl Islands. If Lugia is not there after you do this, try defeating the Pokemon League. If it is not back after all of this, then I don't believe you can battle it again.

Should this be the case, you could still Trade for one.

If you saved before fighting Lugia (which is the smart thing to do) then simply restart the game and fight it again.
However it sounds as if you saved after defeating Lugia. In this case, beat the elite 4 and then go back to Whirl Islands. The Kimono Girls told you how to fight Lugia again.

I don't think it is possible now, but here is advice for next time.
SAVE BEFORE YOU BATTLE A LEGENDARY!
If you do, then if you wipe out the Pokemon or you wipe out, just don't save and turn off, and that way you will be back in front of it!
