Why does lyra say hi then says where do you think your going when I'm trying to surf on the water in new bark town.

I've never known that to happen, but I'm guessing that Lyra is preventing you from skipping a portion of the game. Go back into Johto and do what you're supposed to.

Did you catch ho-oh/Lugia? Thats what solved it for me

U have to beat the girls in the city above goldenrod the kimono girls then you go catch Lugia/ho-oh and then beat clair I don't remember if you do that before but then later you go back there lyra/eathen is gone.
