You cannot find Latias in SoulSilver, only Latios. The only ways to obtain a Latias is by Trade or Migration.

You can find Latias in SS, however you need the Enigma Stone.

The Event has already passed, so the only ways to get Latias is by trade or migration.

The Enigma Stone event has passed, which means you CANNOT get it, which means you cannot get Latias in your game without trading/migrating.
