Please ask the question in the proper game's Q&A, this is for Soul Silver, not Platinum.
But to answer your question, the azure flute event is not active, so it's impossible to get it through mystery gift.

Firstly, this page is for Pokemon SoulSilver Version, not Pokemon Platinum Version. Secondly, there is a code that can give you it located here, posted by chimfernape called "events". I hope you have Action Replay, because there is no other way to retrieve it.
