There are only three ways.
The quickest and easiest way is to trade. Either with a friend or over the GTS. I would breed your starter and offer that, you should easily get one.
The next way is to beat Red. Red can be found at the peak of Mt Silver and can only be challenged after getting all 16 badges. After beating him, talk to Prof. Oak in Pallet Town.
The final way is to migrate one from a third generation game. This can only be done after making it to Fushia.
