I think, and I'm not sure, but regardless of the fact that you aquired Surf in a early stage of the game you still have to go through it so you may need a gym badge or anything.

You might have to go to ecruteak and fight the team rocket grunt in the dance studio

2 possible things wrong 1. You haven't taught it to a Pokemon or 2. You don't have Morty's gym down
