Togapy has to evolve then you should use a shinie stone on it.
So it becomes togakiss

Togepi evolves to Togetic if it levels up with happyness at least 220 then use shiny stone on Togetic [shiny stone can be obtained at pokelethon dome natinal park and route 14 [phonecall]. Thunderstone can be obtained at natinal park route 25 pokelethon and route 38 [phonecall]. Hope this helps.
