You'll need a HM called Rock Smash. You can get this HM from Professor Oak in Pallet Town, but only after collecting all 16 gym badges in the game.

HM Rock Smash is given to you by a person near Violet City. You can recognize him because he is staring at where Sudowoodo was. He will give it to you after you've cleared Sudowoodo. Teach it to a Pokemon and you can break Rugged Rocks.

(Sudowoodo is the moving tree in everyones way outside violet city to the northwest)
