You don't. You cannont legally catch Celebi in SS or any other game for that matter. There was an event to get Celebi earlier this year though.

Sorry you can not catch a real celebii in Pokemon heart gold or Pokemon soul silver, the only way to get the Pokemon us by cheating it or trading with someone.
