You don't get Pokeflute in this game. You need to get your radio upgraded which is done by going to Lavender Town's Radio Tower. To get get the upgrade you first need to go to Route 9 and surf to the Powerplant. There you'll be told about a missing part. Now go to Cerulean City and head into the gym. A Rocket Grunt will bump into you and run off. Now chase after him and battle. After the battle he'll tell you he hid the missing part in the gym. Just go back to the gym and look around the item is hidden so you'll just have to click everywhere. Once you find it take it back to the Powerplant. Now head to Lavender Town's Radio Tower and you should be given the upgrade. Now to use the Pokeflute channel just tune the radio to the top of the circle. This is where the Pokeflute channel is.

I have done every one of those things. I found the missing piece, and brought it back to the power Plant. I beat Misty, the Gym Leader.I even Beat/Caught Suicune. I finally deicided to check at the Lavender Town, Radio Tower, but the Police Man is standing infront of the Elevator. And the Director isnt giving me the Poke Flute Either..
