You have to go to Goldenrod city first. There you need to beat the gym leader, Whitney. After you do that head to the flower shop. A girl in there should give you the Squirt Bottle. Now head back to the tree and use the Squirt Bottle on it. You need to make sure your ready to battle first though, because the tree is a Sudowoodo.

Be carefull about sodowodoo because he/she is a rock type pokemon not a grass typeGuest answered:
You need:
The 3rd gym badge
You:
Go to the flower shop in Goldenrod City.
Get the Squirtbottle.
Go to the tree.
Water it.
It is a Sudowoodo lv. 20. It is possible to catch.
