Help! I have 15 badges but the old man is still in front of Viridian gym so I can't battle Blue.

You'll need to go to Cinnabar Island first and talk to Blue. After you do that and he leaves, he'll be back at the gym, ready for you to battle.

First, Talk to Blue at Cinnabar Island, then go back, and he will be there. Ready to fight.

He is on the cinnabar island you must talk to him befor ebeing able to enter the gym

You have to go to cinnabra island and talk to the only guy there then he will say come battle me at my gym then you go to veridian and battle him.
