If you have wifi, you can trade a celebi with another person, go to a pokemon celebi event(if there is one) or use action replay codes.

You have go to a tower in pewter city (the tower is hard to find though)
then you have to make it to the top and then there will be a silver apricorn. Take the apricorn to Kurt and he will make a gs ball. Take the gs ball to the shrine in ilex forest and press a. Celebi will apear and it will be at lvl.30. You should use fast balls on it just because Celebi is really fast.
