The construction workers don't go away until you have visited the Seafoam Islands. In order to get to Pallet town you have to have gone through Diglett's Cave to Pewter City, from there just keep going South through the Viridian Forest, Viridian City, and route 1, and then you will have finally have arrived to Pallet Town. Hope this helps!
