I'm guessing you're looking for Blaine, correct? Well, his fire gym has moved to Seafoam Islands. You'll have to look in there if you want to find him.

The 7th gym was originally at Cinnabar island, which is south of Pallet Town, but a volcano erupted and wiped it out. The new gym is located at Seafoam Islands, which is just east of Cinnabar Island. Once you enter Seafoam Islands go up the ladder to enter the gym. Also once you beat the 7th gym you should go back to Cinnabar Island and talk to the guy there, since he is the final Gym Leader.
