Where do find Lugia and Ho-oh?

I have been told that Lyra will move when I have caught or defeated Lugia or Ho-oh. At the moment, she is blocking the way to the Pokemon League. Which of these pokemon will I find in Soulsilver? Can you give me some advice on where to find it and how to catch it? Thank you for your help.

You'll find both Lugia and Ho-oh in Soul Silver, but I'm guessing you'll have to battle with Lugia first before getting to the Pokemon League. To get Lugia, all you have to do is meet every one of the Kimono Girls out in the fields, battle them at the dance hall in Ecruteak City, and go to the upper right Whirl Island. Go down all the way until you find a man blocking a path. Talk to him and he should move out of the way. A bit further down is Lugia.

For Ho-oh, you'll probably have to defeat the Pokemon League and then go back to Ecruteak City. Go to the northern part of the city and you'll find Bell Tower; The tower that's in good shape, beside the burned one. Just go to the back of it and find the other tower. Ho-oh should be inside.
