The Celebi event hasn't came out yet. The only way to unlock it right now is to use an Action Replay to get a hacked Celebi to activate the event. I currently have a hacked Celebi that was traded to me that a few People say will activate the event. You can come to my shop in the trading forum and ask for one there.
