Thanks hellfire 17 - I done as you recommend but misty was not at the cape? Any further advice - I am still stuck...

Go to the Power Plant. You'll have to find an Energy thingy Team Rocket stole. It is in Cerulean Gym in one of the flotation tubes to the left. Take it to the Power Plant and then check the cape for Misty.

Go into the gym and check the inflation tubes for the Machine Part. After finding the part go back to the cape. Misty should be there this time. After beating Misty go to the power plant to return the stolen Machine Part.
