To get that there was an event out a few months ago...so now the only way to get it is by Action Replay, Trade, or Gameshark.

Try to search on the GTS. I'm pretty sure someone has it up for a trade.

First you have to get a notch-ear pichu. This can be done from trade, transfer or using an Action Replay. Then, have him walk around with you and go to the Shrine/Hut that is directly in front of where you first learn the move Cut(After meeting Mr. Pokemon). Then a man will come out of the Shrine with a pikachu coloured pichu. He will talk for a bit. If you have a free space in your party, he will give the pikachu coloured pichu to you. Hope I helped
