A Lucky egg is an item that when held, gives more EXP to the holder.
Latias isn't available in-game in SoulSilver.
No you cannot go to the Hoenn region.

yes there is latias on soul silver!!! You have to have the enigma stone and go tack to Stevan Stone at the musium in Pewter city and give the reacher the stone and he will give you the Soul Dew and go outside and there's Latias!!!!!!!
