The Red Scale will be dropped by the Red Gyrados after you Faint/Catch it. Trade it with Mr. Pokemon to get the EXP Share.

In order to get the Red Scale you must fight or capture the Red Gyrados in the Lake of Rage which is north of Mahogany Town.

Yo, you just gotta beat the red gyrados sometime during the storyline, don't worry, you can either catch it or beat it, doesn't matter.

Most people don't know this but Magikarp have a rare chance of holding it so good luck it took me about 5 hours.
