I where is rock climb in soul silver? I need it toget the seventh Kanto badge.

After you get the 8th kanto badge Prof Oak will give you rock climb. Blain is located in seafoam island. East of cinnabar. Once you have the 1st 6 badges he will be there. After you get the 7 badges blue will fight you in the viridian gym.

You get Rock Climb from Prof. Oak after you get all 16 badges. Blaine's gym is not on Cinnabar Island, but is instead in the Seafoam Islands. To get to his gym, surf east from Cinnabar Island until you come to the Seafoam Islands, and go into the first cave you see.

After defeating blue, Professor Oak will call you on your Pokegear and you can get HM O8, Rock Climb, from him.

Note that you do not need Rock Climb to challenge Blaine as he is in the Seafoam Islands.
