I do believe you are unable to trade any Non-Johto Dex Pokemon until you get the National Dex.

actually, i think if u transfer a pokemon that is out of the pokedex at the time, on the pokemon stats page, the pokedex number will show "???" and that's it. So, u are able to, because I did. A LOT, cuz i couldn't beat the game XDdynamitekid123 answered:
As long as the Pokemon is in the regional Pokedex,in this case Johto,you'd be able to trade.
