you battle him at rouet 25 but if you beat him beat the pokemon leage then go to burnt tower

He's on the water on the right hand side. In order to see him you have to go on top that hill with the windmills and you'll see suicune and he'll run off.

1) You need to release all 3 of the Legendary dogs at Ecruteak Burnt Tower.
2) In Cianwood, head to the top to see Suicune again and fight Eustine.
3) On Route 42 as you are Surfing to Mahogany Town you will come to an island. You need to Cut a tree and head into the area and Suicune will appear.
4) After you have beaten the Elite 4 you will see Suicune in Vermillion Harbor as you get off the SS Aqua.
5) You will see Suicune on the right side in Route 14.
6) Once you send Misty back to her Gym you need to come back to the same area and Suicune will be here.

The guide page also shows a video catching Suicune

Ok I playing soul sliver you frist find him at the burned tower then cianwood city then route 42 the vermillion city then route 14 and I'm at the cape and he is not there so the cape anwesr is bull crap after route 14 I can't find him and I never battle him he just runs away and I almost about to cath enti and roku with quick balls

Ok I went to the cape and he is not there and I'm playing soul sliver and I have not got enti and roku yet and I bet the elite four I just need to catch enti roku and suicune and bet red then I am done with the game but I can't find suicune after seeing him at the vermillion dock and I been to route 14 13 12 and the cerulean cape and he is not there so don't post bs awnsers and get the game book and see if it tells you there
