In heart gold you can get kyogre and ho-oh then Lugia and in Soulsilver you can get Groudon and Lugia then Ho-oh

That's false information, Ash Uchiha. Some Pokemon (non-legendary) are exclusive for each version. We'll have to wait for more details on this two games.

You can get kyogre, groudon and rayquaza on both of the games. Ho-oh is exclusive for HG, and Lugia is exclusive for SS.

Do any of you go on serebii.net!?! There are exclusive pokemon-(nonlegends)on each game that can only be found on 1 version or the other. On soul silver, you can get lugia. After the elite four, you can get groudon and ho-oh. On soul heart gold you can get ho-oh. After the elite four, you can get kyogore and lugia. If you get groudon and kyogere on one game by migrating or trading, you can get rayquaza after the eletie four.

Go onto www.Serebii.net, they will tell you everything. But mainly the Pokemon are exclusive, and you can get a specific legendary earlier than another depending on which game you own.
