STUCK ........ how do i get the 3rd star i am almost there ?

I have the first 2 stars but need help getting the 3rd 1 .pleeeeeezzzzzzzz help me I am sooooo stuck :(

I have made leis and gave them 2 the towns people but I have did it hundreds of times and it is still not working and I don't know what I have to do :(

Have you gone into the hard level in leis ? Or have you tried giving them to people you don't know like guests? I got all the way to level 5 so I should know
