To get Boba Fett, you have to get all the minikits in level V 2 I think. I forgot which one it is.I know it is in level V though. To get Emperor Palpatine, you have to unlock all the free plays in the game.

To get boba fett find all the minikits in Episode V chapter 4 and to get the emperor go to the level where you fight him and turn on or off the minikit detector (if you have it) then just kill him then he will be avaliable in the shop
