Question for Animal Crossing: Wild World

O.K everyone I have two questions for you.
1. What are the bright lights and if you can how do you put lights up around your house?
2. What does Pete the Postman do other then post letters. I shot him down but he didn't do anything except be angry with me?

1. During bright lights, your villagers put lights on their houses, and whoever you think is the best, they give you a reward.
2. No, he has no other use.
