Ah, I remember when I first heard about hex codes, it was so confusing :s Well here we go.
You may have heard of Action Replays and R4 cards. These are things that allow you to hack DS games and use cheats on them. Action Replays are probably the best option, they can be bought pretty cheaply on Amazon.
The newest AR (action replay) comes with hex codes, along with other cheats for Animal Crossing Wild World. Just insert the AR into your DS/DSi/3DS and insert your ACWW game into the AR. Switch on your console and select the game option, then it's pretty easy to find your way from there.
