Yes you can just spend 250,000 at nookway and after a few days he will tell you he is remodelling hope it helps

Yes you can, Once you have Nook way you need to pay of every single loan the very last loan is 985.000 bells There's a way to get 99.999 bells in like a minuet but you get loads of weeds just ?/?/2000 go on ACWW put 50.000 in your account save go to ?/?/2099 go back on The game look in your mail and you will have extra bells. Do this 9 times and your loan is payed of (You have to be on your last loan!) once this is done, go to nook way if it still hasn't worked you need to have more points on your point system try and but every single thing From the shop for a couple pf days (your going to need a lot of bells) Then you should get a gift of nook and a couple of hours after that he will say he is expanding. (this may not work always but it worked with me so...)
