You can't exactly get a boyfriend, but you can kind of fall in love. I wrote a cheat on it last year: http://www.supercheats.com/nintendods/animal-crossing-wild-world/13911/How-to-Fall-in-Love/

What I did is I made a boy character for my friend and she made a boy character for me and we get them both to meet up and be boyfriend and girlfriend that way ;)

You can't exactly be in a relationship with someone that lives in your town, but I heard this cheat about two days ago and I am testing it out at the moment.

If your character is a boy then you have to go visit sable and you have to talk to her 1000 times and then she will ask you to marry her.

But if your character is a girl then you have to buy 1000 coffees off Brewster in The Museum coffee place.

Of course this will take a long time to do, a very long time because you can only buy one coffee a day. And I don't time travel so I will come back in 3 and half years or so and let you know ;) haha

Try it out and if it works please let me know.
