How do you get somebody else to visit my town. And how do you get your own friend code?

Somebody else, like an in game character? You just have to wait, they'll come eventually. To get your friend code you go to your town gate and talk to the dog on the right(the beagle, not the bulldog) and ask him about your friend code. I forget what he says exactly, but 'get my friend code' is something you can ask him when he says 'how can I help you?'.
